About Us
Community Access Television is a non-profit 501(c)(3) public, education and government (PEG) access television facility serving 34,000 cable households in and web casting from the Bismarck, North Dakota area.

The mission of CATV is to enhance the quality of life by providing the opportunity to create, produce, and view diverse television programming.




What is Public, Education and Government (PEG) Access Television?

Public Access: enables people to express their creativity, explore important issues and exercise their first amendment rights through television.
Public access facilities, like CATV, provide the training, expertise and production tools for residents and nonprofit organizations to produce their own non-commercial programming for cable and web casting. Public access gives everyone a voice!

Education Access: CATV works with local schools, both public and private, by providing resources and a presentation venue for student projects. The University of Mary, United Tribes Technical College, Bismarck State College, Bismarck High School, Century High School, St. Mary's Central High School and other educational organizations provide programs for and about Bismarck's educational community.

Government Access: programming makes local government more accessible to area residents and provides an important communication link between the local jurisdictions and the community. The Bismarck City Commission, Burleigh County Commission, City and County Planning Commissions, Burleigh County Social Services and the Bismarck School Board meetings are regularly covered and cablecast live and repeated again at Noon the following day.

Government programming also includes covering other important public affairs shows that go in-depth on local issues, candidate forums, coverage of special meetings and a listing of municipal announcements and events on CATV's community bulletin board.




Who is Community Access Television?

Community Access Television is YOU! It's your elected officials, your churches, your arts, your schools, your kids, your pets, your friends & neighbors.

CATV is a venue where you can watch your grandchildren perform in a local production and a place where local churches can reach out to shut-ins and the elderly by taping/airing their Sunday services. CATV extends the capabilities of local schools by providing students exposure and experience in the growing career area of video production. And CATV brings the issues and complexities of local government directly into your homes.

CATV operates with a small staff of enthusiastic individuals who work under the direction of a dedicated Board of Directors. Many creative volunteers utilize the resources at CATV, either working on their own or alongside staff members.



Where is Community Access Television?

Community Access Television's studio and offices are located at 307 N 4th Street in downtown Bismarck. CATV programming can be found by clicking the "On-Air" button on this website or by tuning in to cable channel 12 on the local cable system serving 34,000 households in Bismarck, Mandan and Lincoln, North Dakota.




How is Community Access Television funded?

Community Access Television is funded by a franchise fee assessed by the Bismarck City Commission upon the local cable provider as compensation for the use of the public right of way to install cable throughout the city. In addition to paying a franchise fee, the cable company also makes channel space available for CATV. Donations, underwriting and dubbing services are other mechanisms which contribute to CATV's vitality.




Where do the programs seen on Community Access Television come from?

Community Access Television offers a wide variety of programming to satisfy and stimulate the interest of all of our viewers. For information regarding program content, view Programming Policies. Programs seen on CATV are:
  • Produced in-house, which means the program is created, written and produced by CATV staff.
  • Submitted locally from your friends, neighbors, and fellow citizens who produce and submit their own programs.
  • Imported or brought in via satellite or from producers around the world, also appear on CATV.


Can I submit a program to Community Access Television that I completed on my own or acquired from another source?

Programs produced independent of CATV resources or from outside of our community may be submitted for cablecast/web cast consideration on CATV. For more information, please view Request for Cablecast/Webcast.




Can I create a program using Community Access Television facilities or equipment to create a program on my own?

Any individual or group may produce a program on any subject for cablecast/web cast by CATV. To learn more about how you can create a program, visit Get Involved.




Where can I find a program/schedule?

You may access program/schedule in a variety of ways:

Can I get copies, transfers and duplications of videotapes or DVDs?

DVD or VHS copies of CATV-produced programs can be purchased for $12.00 each. Volume discounts are available.

Tape transfer and duplication services are also available.
Accepted sources include: VHS, DVD, miniDV, CD, Hi8, BETA, 3/4", & DVCAM.
